ODES (Organization pour Development Economique et Social) was formed in 2007 by leading citizens in the Town of Deschapelles and its environs.

The mission of ODES (pronounced o-dess) is the promotion of agriculture, the stimulation of the economy, and the improvement and enhancement of education, culture and the environment. A core group meets weekly and all residents of the community are welcome to attend. ODES is an all-volunteer organization.

SCEH collaborates with ODES to identify projects that will improve the quality of life in Deschapelles and its environs. When a project is identified, SCEH assists in the planning, funding and implementation of that project. ODES is responsible for the day-to-day operations of the various projects.   SCEH and ODES continually work together to evaluate the effectiveness and success of each project. ODES is an integral part of all projects undertaken by Sister Cities Essex Haiti in Deschapelles.
